On May 25, Lu Jiangguang, Secretary of the Party Committee and Chairman of Wugang Company under Hebei Iron and Steel Group, presided over a special study and discussion session of the Party Committee’s Theoretical Study Center Group. He emphasized the need to thoroughly study and implement General Secretary Xi Jinping’s important expositions on establishing and practicing a correct view of official achievements, deeply understand that serving the people and bringing them tangible benefits is the core essence of this outlook, and translate this commitment into concrete results through high-quality development. He also called for a performance‑oriented approach, strengthened sense of responsibility and accountability, and sustained efforts to build a powerful synergy for getting things done and starting businesses.
Members of the Wugang Company Party Committee’s Theoretical Study Center Group attended the meeting. Assistants to the General Manager and Deputy Chief Engineers, along with responsible officials from the Party and Mass Work departments—including young mid-level principal officials born in the 1980s—were present as non-voting attendees.
At the meeting, members of the company’s Party Committee Theoretical Study Group collectively studied “Excerpts from Xi Jinping’s Expositions on Establishing and Practicing a Correct View of Official Achievement” (Chapter 3), General Secretary Xi Jinping’s important article “Establishing and Practicing a Correct View of Official Achievement,” the spirit of General Secretary Xi Jinping’s important speech at the symposium on strengthening basic research, the “Fujian Chapter” of “The Vivid Practice of Upholding a Correct View of Official Achievement During General Secretary Xi Jinping’s Local Work,” as well as “The Theory and Practice of Establishing and Practicing a Correct View of Official Achievement During General Secretary Xi Jinping’s Tenure in Zhejiang,” “Typical Cases—Both Positive and Negative—of Establishing and Practicing a Correct View of Official Achievement,” the “Administrative Measures for the Employment of Relatives of Leading Cadres within the Group,” and the “Administrative Measures for Rotational Assignments and Job Exchanges of Leading Cadres in Key Positions and Priority Areas.” Centered on upholding the development philosophy of putting the people first and firmly establishing a sense of purpose to serve the people and bring them benefits, participants delivered either oral or written remarks, closely linking these themes to their own thoughts and work realities. They shared their insights from study and discussed concrete measures for implementation, thereby deepening their ideological understanding and consolidating their ideological foundation.
Lu Jiangguang emphasized the need to elevate political awareness and firmly grasp that serving the people and delivering tangible benefits is the core essence of a sound view of official achievements. General Secretary Xi Jinping has clearly stated, “Communists must bear in mind that serving the people and bringing them real benefits is the greatest achievement.” This important statement systematically addresses the fundamental questions of “for whom we pursue achievements, what kind of achievements we seek, and on what basis we build them.” Party members and leading cadres at all levels within the company must deeply study General Secretary Xi Jinping’s theoretical and practical guidance on establishing and practicing a correct view of official achievements; benchmark themselves against these principles, integrate learning with reflection and practice, and deepen their sense of purpose, wholeheartedly and pragmatically working to deliver concrete benefits and accomplish meaningful results for employees and the broader workforce. For Wugang, its employees represent the enterprise’s most vital competitive advantage. To serve the people and deliver benefits means striving to raise workers’ incomes. We must unswervingly uphold the development philosophy centered on the people, manage the enterprise effectively, safeguard the interests of our employees, emphasize performance‑driven outcomes, strengthen accountability, and continuously promote the dual improvement of corporate operating efficiency and employees’ performance‑based earnings.
Lu Jiangguang emphasized the need to remain committed to practical action and steady progress, translating our original aspiration of serving the people into tangible results through high-quality development. To uphold a correct view of political achievements, the key lies in concrete action, with effectiveness at its core. We must fully, accurately, and comprehensively implement the new development philosophy, balance development with security, resolutely reject short-sightedness and the pursuit of superficial gains at the expense of long-term value, refrain from falsification and exaggeration, and eschew “number‑crunching” tactics. We must maintain the mindset and sense of responsibility that success need not be attributed to us, yet we will certainly play our part in ensuring it. We must adhere to the principle of “placing corporate operational performance at the center of everything,” embedding a performance‑oriented approach throughout the entire production and business cycle. We will deepen the company‑wide performance‑evaluation system based on individualized metrics, refine the mechanism for sharing excess profits, and ensure that all employees share in the fruits of the enterprise’s growth. We should earnestly put the company’s “1144” working framework into practice, continuing to cut costs and fees, optimize the customer mix, raise product prices, accelerate project timelines, and strengthen management improvements—implementing every goal and task with an uncompromising commitment to excellence. We must keep the well‑being of our employees at heart, promptly advancing the renovation of employee cafeterias, bathhouses, and dormitories for college students, thereby laying a solid material foundation for safeguarding employee benefits and improving their working and living conditions. We will build platforms for career growth, ensure smooth channels for voicing concerns, and address employees’ most pressing needs with care and dedication, continuously enhancing their sense of gain, happiness, and belonging.
Lu Jiangguang emphasized the need to strengthen exemplary leadership and, through a rigorous work style, cultivate a cadre team that is loyal, clean, and capable of shouldering responsibilities. Leading cadres at all levels of the company must set an example, lead by example, and coordinate closely, firmly establishing and earnestly practicing a correct view of political achievements. They should use ideological breakthroughs to drive behavioral change, proactively go to the front lines, tackle weak links, and, with a spirit of perseverance, ensure that all production and operational targets are met. They must also take the lead in fostering a performance‑oriented culture, making effective use of performance assessments as a guiding tool, and closely linking work style and performance outcomes to performance evaluations and cadre selection and appointment, thereby clearly prioritizing practical action, tangible results, and a strong sense of responsibility in personnel management. Furthermore, they should launch in-depth campaigns to “transform work styles, enhance public image, strengthen implementation, and deliver concrete results,” turning this correct view of political achievements into real, measurable progress for the company’s high‑quality development. By shouldering responsibilities with determination and maintaining a robust work ethic, they will consolidate the foundations for sustained growth and continue to rally powerful momentum for innovation and enterprise.

After ten years of intensive research and sustained efforts, the project has successfully overcome the challenges in producing high-strength, tough, extra-thick steel plates—materials essential for building such national strategic assets as ultra-large deepwater drilling platforms, massive wind‑farm installation vessels, and 10,000‑meter‑class submersibles.
