On May 26, Wugang Company of HBIS Group solemnly convened its 2026 Science and Technology Conference, comprehensively reviewing the company’s scientific and technological achievements in 2025, honoring the outstanding science and technology pioneers and award‑winning projects of the year, and outlining key priorities and directions for future innovation. Lu Jiangguang, Secretary of the Party Committee and Chairman of the company, attended the meeting and delivered a speech, calling on all cadres and employees to, under the strong leadership of the Group, take the “Year of Advancing the Three Transformations” as their goal, align with the company’s “1144” work framework, focus on the market and customers, further strengthen their sense of responsibility and commitment, steadfastly pursue technological innovation, firmly follow the path of producing high‑quality specialty steel, build an exceptional brand, and strive to become the leading enterprise in the wide‑and‑thick plate sector with the highest competitiveness.

 

 

Lu Jiangguang pointed out that, in 2025, amid a complex and ever‑changing market environment and intensifying industry competition, we remained steadfast in implementing our innovation‑driven development strategy. By focusing on high‑endization, specialization, and green practices, we successfully developed a series of new products with independent intellectual property rights and core competitiveness. In sectors such as nuclear power, offshore engineering, and high‑end equipment manufacturing, several of these products have filled critical domestic gaps. Notably, since the beginning of this year, substantial progress has been made in tackling quality challenges associated with the 460‑mm thick‑plate continuous caster, achieving significant improvements in surface quality, as well as in controlling energy costs and logistics expenses. These achievements are the result of the tireless efforts of all cadres and employees, and the hard work of every scientific and technological professional.

 

 

Lu Jiangguang emphasized the need to strengthen the enterprise through science and technology, uphold innovation-driven development, and consolidate our leading position in the heavy‑plate industry. We must squarely recognize our own shortcomings, remain committed to the path of high‑end special steel, and rely on technological innovation to advance transformation, upgrading, and structural adjustment at a high standard. Today, Wugang stands in greater need than ever before of the support of scientific and technological innovation, and places even greater emphasis on science, technology, and talent. All levels of the company must further deepen their understanding of scientific and technological work, build a shared consensus on strengthening the enterprise through science and technology, and proactively engage in, support, and promote innovation, ensuring that Wugang continues to maintain its leading edge in the heavy‑plate sector.

Lu Jiangguang emphasized the need to deepen collaborative mechanisms, strengthen science-and‑technology support, and continuously enhance Wugang’s core competitiveness. First, advance new‑product R&D. Closely align with national emerging‑industry development priorities, proactively plan for next‑generation steel materials that are high‑performance, long‑lasting, lightweight, and environmentally friendly, and drive a leap in product positioning from “standard grade” to “customized grade” and “material grade.” Focus on key sectors such as high‑end equipment manufacturing and new energy, conduct precision‑targeted R&D, and boost both product value‑added and market share. Second, enhance production‑line service capabilities. Further refine the system of on‑site team‑based operations for management and technical personnel to thoroughly address the weakening of frontline technical oversight; tackle long‑standing bottlenecks through joint efforts by production‑technology and equipment teams; and, centered on producing high‑end, high‑value products, ensure thorough technical briefings prior to production, strengthen monitoring and guidance throughout process execution, and improve first‑pass yield rates for steel plates. Third, elevate process‑level capabilities. The ironmaking system should concentrate on maintaining long‑term operational stability, optimizing process structure, improving performance indicators, and reducing costs. The steelmaking system must ensure optimal furnace‑equipment matching, optimize chemical composition, and enhance billet quality to achieve precision steelmaking. The rolling system should focus on further improving first‑pass yield for steel plates by implementing hot‑transfer and hot‑charging of slabs, refining rolling processes, and optimizing heat‑treatment procedures to meet contractual delivery requirements. The energy system should pursue systematic optimization and refined control to further reduce external energy procurement costs per ton of steel. Non‑steel units must keep pace with the company’s overall development and deliver innovation‑driven value creation.

 

 

Lu Jiangguang emphasized the need to establish special‑steel standards, strengthen quality control, and strive to achieve the goal of “zero defects in products.” First, we must establish and refine special‑steel standards. Firmly upholding the principle that “quality is built into every product,” we will reinforce process‑level quality management to ensure that product quality meets specifications on the first pass across all stages. Second, we will deepen efforts to enhance “inherent quality.” This involves implementing tiered management of processes and equipment, adopting a zero‑defect mindset for critical quality‑related assets, and intensifying routine maintenance to meet stringent quality requirements. At the same time, we will vigorously advance short‑term, cost‑effective quality‑assurance initiatives to comprehensively bolster our foundational quality‑support capabilities. Third, we will further cultivate a culture of “managed quality.” We must maintain unwavering, sustained commitment, rigorously implement end‑to‑end integrated management, break down departmental silos, and establish a full‑process, traceable control system. Regularly conducting post‑mortem reviews and root‑cause analyses of quality issues will help close the loop on corrective actions, prevent recurring and managerial‑type quality problems, and foster a strong “all‑hands‑on‑deck” quality consciousness, thereby cultivating a distinctive special‑steel quality culture.

Lu Jiangguang emphasized the need to deepen efforts in building a low‑carbon system, empower the green transition, and jointly forge a new landscape of green, low‑carbon development. First, establish an end-to-end carbon‑reduction management framework. Leveraging the Group’s capabilities, develop a carbon‑data management platform to enable real-time monitoring, collection, accounting, and dynamic traceability of energy consumption and carbon emissions across key iron‑steel‑rolling processes. Focus on priority processes to implement energy‑saving and carbon‑reduction upgrades, deploy emerging technologies, and increase the share of green electricity, aiming to reduce per‑ton steel carbon intensity by more than 10% year over year. Second, vigorously enhance the quality and scope of green‑steel certification. Refine the product‑level life‑cycle carbon‑footprint management system, accelerate the certification of key low‑carbon, green products, and strive to add three to five authoritative green‑steel grades within the year. Strengthen the quality‑traceability mechanism for green steel, tighten control over low‑carbon indicators across the entire value chain, boost market recognition of green‑steel products, and build a sustainable green brand. Third, ensure the full implementation and tangible results of CBAM certification. Closely monitor EU CBAM compliance requirements, conduct in‑depth research on CBAM rules and risk assessments, continuously refine carbon‑emission accounting boundaries, and accurately quantify emissions. Relying on HBIS Digital, establish a regular data‑verification and reporting mechanism, complete pre‑verification under CBAM at an early stage, and obtain the requisite certification.

Lu Jiangguang emphasized the need to focus on equipment upgrades, deepen management reforms, and accelerate digital and intelligent transformation. First, advance the completion and enhancement of equipment. Guided by the 15th Five-Year Plan, we must expedite the construction of key projects, comprehensively improve the precision and control capabilities of core process equipment, and simultaneously promote the upgrading and replacement of existing machinery, ensuring that high‑level equipment underpins high‑quality manufacturing and lays a solid foundation for smart production. Second, speed up information‑technology improvements. Leveraging the HBIS Digital Platform, we will adopt a coordinated, systematic approach to rapidly build a data‑collection system covering the entire production process, achieving full coverage—capturing all data that should be collected and connecting all systems that should be interconnected. We will also accelerate the deployment of secondary‑modeling and other advanced systems, driving a shift from “experience‑based” to “model‑driven” decision‑making. Third, comprehensively deepen management reform. By using digital and intelligent initiatives as a catalyst, we will refine management practices, enabling automatic execution of process standards, end-to-end traceability of quality responsibilities, real-time alerts on equipment status, and dynamic optimization of energy consumption. In this way, we will truly ensure that “data speaks for itself and systems govern operations,” thereby elevating Wugang’s overall management level through digital and intelligent transformation.

 

 

Lu Jiangguang emphasized the need to strengthen our talent advantages, refine the innovation system, and further unleash the vitality of scientific and technological innovation. First, we must establish an open‑innovation mechanism, deepen the integrated development of production, sales, research, and application, and bolster both our innovative capacity and our ability to develop new products. Second, we should elevate the professional competence of our science and technology personnel. All researchers and engineers should proactively engage in continuous learning, closely track cutting‑edge technological trends, promptly stay abreast of the latest advances in the steel industry, and consistently integrate theory with practice, thereby enhancing their problem‑solving capabilities. Third, we must stimulate the innovative drive of our scientific and technological talent. This entails improving the reward system for scientific and technological innovation, deepening reforms in the mechanisms for sharing and commercializing research outcomes, ensuring that those who contribute to research are duly recognized and reaped tangible benefits; optimizing the evaluation frameworks for research projects and talent, and streamlining pathways for career advancement; and prioritizing the selection and appointment of versatile scientific and technological professionals who possess technical expertise, strong managerial skills, and a sense of responsibility, so as to truly provide a robust platform for professional growth and deliver economic returns.

 

Gao Zhen, the company’s deputy general manager, chaired the meeting and put forward three key points for implementing the spirit of the conference. The project “Development and Application of Key Technologies for High-Strength, Tough, Extra-Thick Steel Plates for Marine Equipment,” jointly submitted by Wugang Company and Northeastern University, was awarded the Grand Prize, marking a major breakthrough for China in the field of critical materials for marine engineering. After ten years of intensive research and sustained efforts, the project has successfully overcome the challenges in producing high-strength, tough, extra-thick steel plates—materials essential for building such national strategic assets as ultra-large deepwater drilling platforms, massive wind‑farm installation vessels, and 10,000‑meter‑class submersibles.
