On September 23, the Standing Committee of the Party Committee of Wugang Company, HBIS Group, convened an expanded meeting to study and implement the spirit of General Secretary Xi Jinping’s important article, “Upholding and Fulfilling the Political Responsibility for Party Governance,” published in the journal Qiushi. The meeting also conveyed and studied the key directives from the study session on thoroughly studying and implementing the spirit of General Secretary Xi Jinping’s important speeches and instructions regarding Hebei’s work since the 18th National Congress of the Communist Party of China, and deliberated on measures for their effective implementation. Lu Jiangguang, Secretary of the Party Committee and Chairman of Wugang Company, HBIS Group, presided over the meeting and delivered a speech.
Members of the Party Committee Standing Committee of Wugang Company attended the meeting. Members of the company’s leadership team who are not on the Party Committee Standing Committee, along with assistant general managers, deputy chief engineers, and other comrades, attended as non-voting participants.
The meeting noted that General Secretary Xi Jinping’s important article, “Upholding and Implementing the Political Responsibility for Party Governance,” published in the journal Qiushi, is of profound significance and rich in content, characterized by distinct political, ideological, strategic, and guiding dimensions. All Party members and cadres must continue to strengthen their sense of responsibility for Party governance, reinforce their commitment to fulfilling their missions, and ensure that the principal responsibilities of Party committees at all levels and the supervisory duties of discipline inspection commissions at all levels are firmly shouldered and effectively implemented. This will facilitate the deep integration of Party building with production and business operations, using high‑quality Party building to guide Wugang Company toward high‑quality development. Furthermore, the accountability and performance‑evaluation system must be continuously refined, with the tangible outcomes of Party building serving as the core criterion for assessing the heads of Party organizations at all levels. The results of these assessments should be leveraged to uphold a personnel orientation that values practical work and concrete achievements, thereby fully stimulating the enthusiasm of cadres to take initiative and get things done, and guiding them to assume responsibility and act proactively.

The meeting also stressed the importance of improving the accountability chain—covering principal responsibility, supervisory responsibility, and the “dual responsibility” system for each post—to ensure that responsibilities are cascaded down through all levels and pressure is consistently transmitted to the grassroots, thus establishing a working framework in which all parties assume their respective duties and collaborate in managing and governing the Party. With the company’s positioning in the specialty steel sector firmly in mind, and with the core mission of ensuring a stable supply of high-end steel plates as its anchor, the meeting stressed that achievements must be reflected in strengthening the company’s core competitiveness.
