On August 14, Lu Jiangguang, Secretary of the Party Committee and Chairman of Wugang Company under HBIS Group, presided over a集中学习研讨会 of the company’s Party Committee Theoretical Study Center Group. He emphasized the need to thoroughly study and implement Xi Jinping’s Thought on Party Building, fully implement the overarching requirements for Party building in the new era, foster and practice a correct view of political achievements, and vigorously advance the benchmarking and upgrading campaign—“Curb Complacency, Break New Ground, Strive for World-Class Standards, and Scale New Heights.” He called for translating the outcomes of study and education into concrete measures and practical actions that address the challenges facing production, operations, and reform and development, thereby ensuring the effective implementation of all key tasks and providing solid support for a strong start to the Group’s 15th Five-Year Plan.
Members of the Wugang Company Party Committee’s Theoretical Study Center Group attended the meeting. Assistants to the General Manager, deputy chief engineers, and responsible officials from the Party and mass work departments also attended as non-voting participants.
At the meeting, members of the central study group collectively studied the spirit of General Secretary Xi Jinping’s important speeches delivered at the CPC Central Politburo meeting on July 30 and at the symposium with non-CPC figures, as well as relevant content from “The Vivid Practice of General Secretary Xi Jinping’s Advocacy and Implementation of a Correct View on Performance in Guiding the Development of the Party and the Country,” the spirit of the Eleventh Plenary Session of the Tenth Committee of the Hebei Provincial Party Committee, and the “Notice of the CPC HeSteel Group Committee on Launching the Benchmarking and Enhancement Campaign ‘Curb Complacency, Break New Ground, Strive for First-Class Status, and Scale New Heights,’” among other materials. Centered on the theme “Seek Truth from Facts, Work Diligently and Pragmatically, Eliminate Complacent Mindsets, and Usher in a New Phase of Work,” participants offered either oral or written remarks, closely linking their contributions to their own ideological and practical experiences, thereby deepening reflection and analysis, building consensus, and clarifying concrete measures for implementation.
Lu Jiangguang emphasized the need to firmly uphold the political direction and fully implement the overarching requirements for Party building in the new era. It is essential to continue studying and deeply understanding Xi Jinping’s thought on Party building, profoundly grasping the significant practical implications of consistently advancing comprehensive and rigorous Party governance, and demonstrating unwavering support for the “two establishments” and resolute commitment to the “two safeguards” through concrete actions. We must unswervingly maintain a tone, measures, and atmosphere of strictness, place political Party building at the forefront, and, with higher standards and more pragmatic initiatives, effectively uphold and apply the valuable experiences gained in comprehensively strengthening Party governance in the new era. By continuously transforming the political strengths of Party organizations into corporate competitive and developmental advantages, we will ensure that sound Party building becomes our greatest achievement, integrated throughout every aspect of our duties. We must constantly strengthen our political, ideological, and practical consciousness in using high‑quality Party building to lead and safeguard the company’s high‑quality development, promote the deep integration of Party building with production and operations, and lay a solid ideological and organizational foundation for securing victory across the entire year.
Lu Jiangguang emphasized the need to forge broad consensus and concerted efforts, and to advance production and operations with concrete actions and unwavering commitment, thereby enhancing quality and efficiency. All must consciously align their thinking and actions with the CPC Central Committee’s sound assessment of the current economic situation, its strategic arrangements for economic work, and the Group’s overarching requirements. By setting higher benchmarks and striving for even better performance indicators, we must do our utmost to deliver stronger business results, providing a solid foundation for a strong start to the Group’s 15th Five-Year Plan. We will rigorously implement the Party Committee of the Group’s initiative to benchmark against best practices—“eliminate complacency, break new ground, strive for world-class standards, and scale new heights”—and stay firmly focused on the company’s “1144” working framework. This entails truly breaking through four longstanding barriers and achieving four levels of excellence, using a renewed intellectual breakthrough to drive a fundamental shift in action: moving forward without pause and making no concessions. We will earnestly advance key priorities—including benchmarking and improvement, technological innovation, stable production and efficiency gains, cost and expense reduction, quality control, project management, and safety and environmental protection—demonstrating the resolve to “rather die speaking the truth than live in silence,” wielding the courage to undertake internal reforms, and adopting a pragmatic, hands-on approach to drive continuous progress. By concentrating on our core responsibilities and tapping into untapped operational potential, reinforcing a mindset of risk prevention at all levels, and proactively identifying and mitigating various risks, we will employ a multi‑pronged strategy to elevate both the quality and efficiency of production and operations, thereby steadily strengthening the foundation for the company’s high‑quality development.
Lu Jiangguang emphasized the need to consolidate the outcomes of study and education, demonstrating responsibility and action through solid, high‑quality development. We must continue to strengthen and expand the achievements of studying and practicing a correct view of political performance, closely aligning with the deployment requirements of the Group and the company’s Party committees, and consistently boost the spirit and drive of leading cadres at all levels to pursue innovation and take on responsibilities. We should fully leverage the roles of the democratic parties and non‑party personages, identify common ground and key areas where non‑Party intellectuals can make contributions, and pool powerful synergy for unity and concerted effort. Leading cadres at all levels must exemplify the “lead‑goose effect,” continuously enhance their professional competence, and cultivate a proactive management mindset, ensuring that the establishment and practice of a correct view of political performance are translated into concrete actions aimed at achieving the year’s production and business targets. We will deepen the “one person, one form” performance appraisal system covering all employees, resolutely address such ideological biases as seeking quick gains, prioritizing visible results over underlying achievements, and emphasizing form over substance, and strive to align thinking and action across the board with the company’s strategic plans for high‑quality development. By taking problem lists down to the front lines, we will ensure that issues are identified and resolved on the spot, and through a major shift in work style, we will steadily advance the implementation and refinement of key tasks, delivering tangible results and contributing the strength of Wugang to the Group’s high‑quality development.

After ten years of intensive research and sustained efforts, the project has successfully overcome the challenges in producing high-strength, tough, extra-thick steel plates—materials essential for building such national strategic assets as ultra-large deepwater drilling platforms, massive wind‑farm installation vessels, and 10,000‑meter‑class submersibles.
