On July 28, Lu Jiangguang, Secretary of the Party Committee and Chairman of Wugang Company under HBIS Group, presided over a study session of the Party Committee’s Theoretical Study Center Group. He emphasized the need to thoroughly study and implement the spirit of General Secretary Xi Jinping’s important speeches and instructions, adhere to studying the original works, reading the original texts, and grasping the underlying principles, focus on fulfilling core responsibilities and driving progress under pressure, strengthen flood‑control, heat‑prevention, and workplace safety efforts, and continue to deepen the integration of Party building with production and operations. He called for ensuring the successful completion of all annual targets and tasks, and using high‑quality Party building to lead and safeguard high‑quality development.

Members of the Wugang Company Party Committee’s Theoretical Study Center attended the meeting. Assistants to the General Manager and Deputy Chief Engineers, along with responsible officials from the Party and Mass Work departments—including young mid-level principal officials born in the 1980s—were present as non-voting attendees.
At the meeting, members of the Wugang Company Party Committee’s Theoretical Study Center Group collectively studied relevant chapters from “Selected Works of Xi Jinping on Party Building,” “Excerpts from Xi Jinping’s Discussions on Methods of Grassroots Work,” and “Study Reader on Xi Jinping’s Important Expositions on Methods of Grassroots Work,” as well as General Secretary Xi Jinping’s important instructions on flood prevention and disaster relief and on the fire accident at a shoe factory in Jinjiang City, Quanzhou, Fujian Province. They also reviewed the Central Commission for Discipline Inspection Office’s public通报 of five typical cases involving deviations in the concept of political achievements.
Lu Jiangguang emphasized the need to deepen ideological education and empowerment, uniting hearts and minds to chart a new chapter of development. Leading cadres at all levels of the company must thoroughly study and implement Xi Jinping’s Thought on Party Building, continuously elevate their political awareness, firmly shoulder and enforce their principal responsibility for Party governance, and ensure that Party leadership is fully integrated into every aspect of corporate governance, thereby giving full play to the leading role of Party organizations in setting direction, overseeing the big picture, and ensuring implementation. Taking the “look-back” review of the implementation of the spirit of the National Conference on Party Building in State-Owned Enterprises as a key leverage, we must ground our work in the function of Party building to guide and safeguard the center’s development, conduct comprehensive benchmarking and self-assessment, rigorously address identified problems, and steadily enhance the quality of Party building. We must continue to promote the deep integration of Party building with production and operations, ensuring that Party building and business activities are planned, deployed, advanced, and evaluated in tandem. At the same time, we will keep strengthening grassroots Party organizations, encouraging Party members to step forward, take the lead, and set an example in critical roles such as production management, technological breakthroughs, marketing, and safety and environmental protection, thereby effectively transforming the political and organizational strengths of Party organizations into competitive advantages for the company’s high-quality development.
Lu Jiangguang emphasized the need to focus on core responsibilities and key tasks, pursue practical action with determination, and strive for world-class performance. July represents a critical period for the Group to revitalize and enhance the competitiveness of its steel business, as well as an important window for the company to get off to a strong start, lay a solid foundation, and secure a successful year‑long outcome. All levels of cadres must firmly establish and put into practice a correct view of political achievements, maintain strategic resolve and clear-headed awareness, and resolutely guard against complacency, laxity, or a passive mindset. With a sense of urgency—“time waits for no one; every moment counts”—they should zero in on priority tasks such as raising selling prices, optimizing production efficiency, advancing technological innovation, strengthening quality control, improving equipment management, and upgrading the “three modernizations.” At the same time, they must accelerate efforts to build green and smart factories, resolutely break through the “four barriers,” and implement the “four extremes,” striving with all their might to meet all production and operational targets and accumulate robust momentum for a strong start in the second half of the year. Furthermore, they should earnestly carry out the benchmarking and improvement campaign titled “Curb Complacency, Break New Ground Again, Aim for World-Class Excellence, and Climb Higher,” while deepening the company-wide performance‑evaluation system based on individualized scorecards. Lu Jiangguang emphasized the need to firmly uphold the bottom line of safe development and build a robust risk‑mitigation framework to ensure steady, long‑term progress. He called for resolute implementation of General Secretary Xi Jinping’s important instructions on flood prevention, disaster relief, and workplace safety, fostering a strong awareness of safety red lines and a mindset rooted in bottom‑line thinking, while decisively rejecting complacency and eliminating any sense of luck or carelessness. Close attention must be paid to key processes and critical areas such as ironmaking, steelmaking, and rolling, with routine on‑site inspections and remediation of safety hazards. Leaders at all levels should be deployed to the front lines to provide hands‑on guidance, and a comprehensive, end‑to‑end risk‑grading and control mechanism should be strengthened. By safeguarding the fundamentals of workplace safety and coordinating efforts across priority tasks—including workplace safety and flood‑control measures—we will provide solid security guarantees for the company’s high‑quality development.
