The Party Committee of the Group Holds a Study and Education Reading Class on Establishing and Practicing the Correct View of Political Achievement

On March 20 and 27, the Group Party Committee convened two sessions of study-and-education workshops on fostering and practicing a correct view of political achievements. Liu Jian, Secretary of the Group Party Committee and Chairman, delivered a mobilization speech, emphasizing the need to earnestly study and implement the important speeches and directives of General Secretary Xi Jinping on this subject, to carry out the study-and-education campaign in a solid and thorough manner, and to use a correct view of political achievements as the driving force for continuously opening up new prospects for high-quality development. The goal is to deliver tangible results that can stand the test of time, ensure a strong start to the 15th Five-Year Plan period, and enable Hebei Iron and Steel Group to make new and even greater contributions to the vigorous effort to write a Hebei chapter in the cause of Chinese modernization.

Liu Jian emphasized the need to elevate our political stance and gain a profound understanding of the paramount significance of establishing and practicing a correct view of official achievements. Since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has attached great importance to the issue of the view of official achievements, delivering a series of important expositions on its establishment and practice, thereby providing clear guidance and concrete principles for carrying out study and education. For the Group, fostering and upholding a correct view of official achievements is a political commitment to firmly support the “two establishments” and resolutely uphold the “two safeguards”; it is the fundamental guarantee for advancing in the direction set by the Party Central Committee and fully and faithfully implementing the 15th Five-Year Plan; it is an important safeguard for comprehensively, accurately, and thoroughly applying the new development philosophy and promoting the Group’s high-quality development; it is an effective and practical measure for making good use of performance appraisal as a guiding instrument and for building a strong contingent of cadres; and it is a key lever for advancing comprehensive and strict Party governance and fostering a healthy political environment.
Liu Jian emphasized the need to fully implement the overarching requirements and to advance the Group’s high-quality development through a sound view of political achievements. We must rigorously cultivate and practice Party spirit, uphold the political character of “establishing the Party for the public good,” integrate personal aspirations into the overall goals of corporate development and national strategy, always keep the greater good at heart and adopt a holistic perspective, and consistently demonstrate loyalty, integrity, and a strong sense of responsibility. We must remain true to our original aspiration and mission, regard “bringing benefits to the people” as our greatest political achievement, and translate this commitment into every aspect of our work to promote the Group’s high-quality development, thereby consolidating the “dual improvements” with concrete business results. We must adhere to the principle of seeking truth from facts and ensure that our achievements stand the test of time through “scientific decision-making,” by integrating the actual conditions of the enterprise, industry norms, and market demand, so that every decision is in line with the guiding principles of the Central Committee, closely aligned with the Group’s realities, and beneficial to all employees. Finally, we must strengthen our sense of responsibility and accountability, deliver solid, results-oriented performance through “pragmatic action and hard work,” steadfastly uphold the “six focuses and six enhancements,” carry forward the spirit of perseverance and meticulous attention to detail, embrace the mindset that “success need not be mine, but success must include me,” and, in the course of advancing the Group’s “three transformations,” demonstrate the “iron shoulders” of HBIS Party members and leading cadres.
Liu Jian emphasized the need to closely align learning and education with the central tasks at hand and to deliver concrete, verifiable results. This should be integrated with the initiative to “revitalize and enhance the competitiveness of the core steel business.” Focusing on winning the five major tough battles—ensuring stable and efficient production, achieving ultra-low costs, upgrading product offerings, building a strong brand, and fostering lean, collaborative operations—we must translate the outcomes of our study into practical measures for solving pressing challenges and robust strategies for driving development, thereby ensuring the successful completion of the Group’s established goals and targets. Furthermore, this effort should be linked with the thematic campaign to “consolidate dual improvements and secure a strong start.” We must remain firmly performance-oriented and strengthen accountability, using the dual improvement of operational efficiency and employees’ performance-based compensation as key benchmarks for assessing the effectiveness of our study and education initiatives. In this way, we can comprehensively showcase the tangible results and achievements of these efforts, making them visible and accessible to all employees. Finally, the special rectification campaign targeting “exploiting the enterprise for personal gain” must also be integrated with the study and education program. By coordinating the rectification campaign with the “study, inspection, and corrective action” phases of the educational initiative, addressing common issues in tandem, and ensuring seamless integration across all components, we can effectively translate the outcomes of the rectification into enhanced corporate governance and overall organizational effectiveness.
Liu Jian emphasized the need to consciously adopt a serious and diligent attitude toward learning to ensure that the study program yields concrete and tangible results. The intensive study sessions should be viewed as an opportunity for a thorough ideological “clean-up,” a major theoretical “recharge,” and a substantial enhancement of capabilities—requiring learners to study the original texts in their entirety, to integrate learning with practical application, and to strictly adhere to disciplinary requirements. Participants should approach the study with thoughtful reflection, achieve meaningful outcomes, and apply what they have learned in real-world settings, thereby effectively using the Party’s innovative theories to fortify their thinking, guide their practice, and advance their work, and continuously open up new horizons.
Liu Jian emphasized that Party members and cadres at all levels of the Group must continuously and thoroughly study and implement the spirit of General Secretary Xi Jinping’s important speeches and instructions, foster and practice a correct view of political achievements, and, with greater enthusiasm, more robust measures, and a more pragmatic work style, resolutely accomplish the year’s goals and tasks, propel the Group’s high-quality development to new heights, and make new and even greater contributions from HBIS in the vigorous endeavor to write Hebei’s chapter in the cause of Chinese modernization.
In accordance with the work plan of the Group Party Committee, the study class was held in two sessions, during which professors from the Central Party School and the Provincial Party School, as well as experts from the Provincial Commission for Discipline Inspection, were invited to deliver specialized lectures on topics such as studying and implementing the spirit of the Fourth Plenary Session of the 20th CPC Central Committee and fostering and practicing a correct view of political achievements. Through centralized study and thematic discussions and exchanges, the theoretical learning has been effectively translated into a powerful force for strengthening ideals, cultivating Party character, guiding practical work, and advancing overall efforts.
Leading cadres at or above the fourth-level expert rank at the Group headquarters, members of the leadership teams of all subsidiaries and branch companies, and mid-level and higher-ranking leading cadres are required to attend the study class.

On September 5, the Party Committee of Wugang Company, HBIS Group, convened a summary meeting on the study and education campaign to establish and practice a correct view of political achievements. The meeting conveyed and studied General Secretary Xi Jinping’s important instructions on consolidating and expanding the outcomes of this campaign, the spirit of the Central Leading Group for Party Building, the expanded session of the Standing Committee of the Provincial Party Committee, and the spirit of the HBIS Group Party Committee’s summary meeting on the same initiative. It reviewed the progress of the study and education efforts and outlined plans for consolidating and building upon these results, as well as for establishing long-term, institutionalized mechanisms. Lu Jiangguang, Secretary of the Party Committee and Chairman of Wugang Company, presided over the meeting and delivered a speech.

He emphasized the need to earnestly study and thoroughly implement the spirit of General Secretary Xi Jinping’s important speeches and instructions, consolidate and expand the achievements of education on establishing and practicing a correct view of political performance, resolutely shoulder the mission and responsibilities of state-owned enterprises in the new era, and consciously integrate Wugang’s reform and development into the overall strategic framework of the Party and the country as well as the broader provincial development agenda. He called for advancing all work with an even more vigorous and proactive spirit.
Recently, the results of the 2026 Metallurgical Science and Technology Awards were announced. The project “Development and Application of Key Technologies for High-Strength, Tough, Extra-Thick Steel Plates for Marine Equipment,” jointly submitted by Wugang Company and Northeastern University, was awarded the Grand Prize, marking a major breakthrough for China in the field of critical materials for marine engineering. After ten years of intensive research and sustained efforts, the project has successfully overcome the challenges in producing high-strength, tough, extra-thick steel plates—materials essential for building such national strategic assets as ultra-large deepwater drilling platforms, massive wind‑farm installation vessels, and 10,000‑meter‑class submersibles.
