7 month 24 On [date], Liu Jian, Secretary of the Group’s Party Committee and Chairman, presided over a study session of the Group Party Committee’s Theoretical Study Center. He emphasized the need to thoroughly study and implement the spirit of General Secretary Xi Jinping’s important speeches and instructions, to consistently read the original works, study the original texts, and grasp the underlying principles. He called for focusing on core responsibilities and key tasks while pressing ahead with determination, strengthening flood‑control and heat‑prevention efforts as well as workplace safety, and continuously deepening the integration of Party building with production and operations. All these measures are aimed at ensuring the successful completion of all annual goals and tasks, and using high‑quality Party building to lead and underpin high‑quality development.
Other members of the Group Party Committee’s central study group attended the meeting. The Group Trade Union Chairman, Group Directors, and responsible officials from the Party and Mass Work departments attended as non-voting participants.
At the meeting, members of the Group Party Committee’s central study group collectively studied relevant chapters from “Selected Works of Xi Jinping on Party Building,” “Excerpts from Xi Jinping’s Discussions on Methods of Grassroots Work,” and “Study Reader on Xi Jinping’s Important Expositions on Methods of Grassroots Work.” During his inspection tour in Shanghai, General Secretary Xi Jinping… 2026 Important speeches delivered at the World Artificial Intelligence Conference and the High-Level Conference on Global AI Governance, as well as key instructions issued regarding flood prevention and disaster relief efforts and the fire incident at a shoe factory in Jinjiang City, Quanzhou, Fujian Province, together with the Central Commission for Discipline Inspection’s General Office publicly releasing five typical cases of distorted performance-oriented thinking.
Liu Jian emphasized the need to deeply study and thoroughly grasp Xi Jinping’s Thought on Party Building, using high‑quality Party building to guide and ensure high‑quality development. It is essential to earnestly study and implement this thought, raise political awareness, and firmly shoulder principal responsibility, integrating Party leadership into every aspect of corporate governance and fully leveraging the Party organization’s role in setting direction, overseeing the overall situation, and ensuring effective implementation. Taking the “look‑back” review of the implementation of the spirit of the National Conference on Party Building in State‑Owned Enterprises as a key leverage point, we must conduct a comprehensive inspection and evaluation, address identified issues, and further enhance the quality and effectiveness of Party building. We must continue to promote the deep integration of Party building with production and operations, strengthen grassroots Party organizations as robust fighting fortresses, and ensure that Party members exemplify exemplary roles in critical positions across production, technology, and marketing, thereby effectively transforming the Party’s political and organizational strengths into advantages for enterprise development.
Liu Jian emphasized the need to focus on core responsibilities and key business areas, press ahead with determination, and strive for continuous improvement through practical action and benchmarking. The second half of the year is a critical period for the Group to rejuvenate and enhance the competitiveness of its steel business. Cadres at all levels must uphold and put into practice a correct view of political achievements, maintain strategic clarity, stay firmly committed to the right course, and earnestly implement the tasks and requirements set forth at the semi‑annual work‑advancement conference. They should concentrate on priority areas such as raising selling prices, optimizing production efficiency, achieving maximum energy efficiency, advancing scientific and technological innovation, and driving the “three transformations,” while vigorously carrying out the benchmarking and improvement campaign—“Curb Complacency, Break New Ground Again, Aim for World‑Class Standards, and Climb Higher”—and strengthening performance assessments based on individualized scorecards. By uniting and leading all employees, they must sustain high morale and a vigorous spirit, ensuring the successful completion of the year’s production and operational targets.
Liu Jian emphasized the need to strengthen flood and heat‑wave prevention as well as workplace safety, firmly safeguarding the bottom line of safe development. He called for resolute implementation of General Secretary Xi Jinping’s important instructions on flood control, disaster relief, and workplace safety, continuously reinforcing awareness of red lines and a bottom-line mindset, and decisively overcoming complacency and wishful thinking. Close attention must be paid to critical links such as blast furnaces, converters, and rolling mills, as well as key areas including underground mines, tailings ponds, and hazardous‑chemical storage facilities, with systematic identification and rectification of safety hazards, refinement of flood‑response emergency plans, adequate stockpiling of emergency supplies, strengthened on‑duty and guard arrangements, and intensified real‑world drills to enhance emergency response capabilities, thereby ensuring the safe, stable, and smooth operation of production and business activities.
