Over the past year, we’ve emphasized performance-driven approaches and strengthened our sense of responsibility; we’ve focused intently on improving quality and boosting efficiency, attaining unprecedented milestones; we’ve promoted technological innovation to unleash powerful new momentum; we’ve embraced digital leadership to build a smart core; we’ve practiced green and low-carbon development to set a sustainable foundation for our growth; and we’ve reinforced Party building to enhance value creation. Through these changes and developments over the past year, we’ve solidified our confidence in victory, demonstrated that HeSteel employees are truly capable, laid a robust foundation for sustainable development, and earned the recognition and support of our workforce and the broader community.
Liu Jian emphasized that the 15th Five-Year Plan period is a critical phase for the group to make the leap from “scale leadership” to “value-driven leadership.” We must adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guiding principle, fully implement the spirit of the 20th National Congress of the Party and the resolutions of all plenary sessions of the 20th Central Committee, and earnestly carry out the requirements of the successive plenary sessions of the 10th Provincial Party Committee. We should focus on strengthening our core functions and enhancing our core competitiveness, promoting the group’s development toward high-end, intelligent, green, integrated, and internationalized directions, accelerating the deep transformation of steel into materials and manufacturing into services, and building a multinational industrial group with global brand influence.
Liu Jian emphasized the need to promote high-end development, with a focus on upgrading products and value chains, and driving the group’s transformation from a “steel manufacturer” to a “leading provider of critical material solutions.” We must also advance intelligentization by building “omni-domain intelligent entities” and shifting from “experience-driven” approaches to “data- and... To win the battle for “stable and efficient production,” we must tap deeply into the potential of each production process and fully unleash the efficiency of our production lines. To win the battle for “ultra-low costs,” we must narrow the gap with industry benchmarks and expand our profit margins. To win the battle for “product upgrades,” we must increase the supply of high-end products and enhance our ability to generate value. To win the battle for “brand building,” we must optimize and strengthen our marketing efforts and cultivate a solid market reputation. To win the battle for “lean and collaborative operations,” we must optimize resource allocation and improve management quality and effectiveness.
Liu Jian emphasized that, in the face of new circumstances, new goals, and new tasks, cadres at all levels must continue to display a renewed spirit, demonstrate new responsibilities, and achieve new accomplishments—specifically by practicing the “six emphases” and enhancing the “six capabilities.” First, we must emphasize execution and strengthen our ability to resolutely implement the Group’s decisions and deployments. At the meeting, Li Bingjun, Deputy Secretary of the Party Committee of the Group, and Dong Shidang, Secretary of the Group’s Discipline Inspection Commission and Member of the Party Committee Standing Committee, reported on their respective areas of responsibility; Shi Shaohui, Chairman of the Group’s Trade Union, reported on mass organization work.
