On June 30, Wugang Company of HBIS Group held a conference to celebrate the 105th anniversary of the founding of the Communist Party of China and to recognize outstanding individuals on the occasion of July 1. Lu Jiangguang, Secretary of the Party Committee and Chairman of Wugang Company, attended the meeting and delivered a speech, emphasizing the need to study, implement, and put into practice Xi Jinping’s Thought on Party Building. He called for taking the education campaign on establishing and practicing a correct view of political achievements as a key initiative, earnestly carrying out the decisions and arrangements of the provincial Party committee and government, as well as the requirements of the Party Committee of the Provincial State-owned Assets Supervision and Administration Commission and the Group Party Committee. By holding advanced role models as examples and setting exemplary benchmarks, he urged all employees to stay true to their original aspirations, keep their mission firmly in mind, forge ahead with determination and courage, and demonstrate loyalty through concrete actions and shoulder responsibilities with tangible results. In this way, they will help Wugang Company take the lead in an era of profound industry transformation, break new ground, and write a new chapter of high-quality development.

Lu Jiangguang, on behalf of the Party Committee of Wugang Company, extended warm congratulations to the advanced collectives and outstanding individuals honored at the ceremony, and conveyed festive greetings to the broad ranks of Communist Party members who have worked tirelessly across all fronts of the company. He pointed out that, since the beginning of this year, in the face of a challenging market environment, the Party Committee has taken the study and education campaign on establishing and practicing a correct view of political achievements as its key initiative, thoroughly implemented the company’s “1144” working framework, and continuously achieved new breakthroughs in areas such as efficient production, quality improvement, cost control, expense reduction, and equipment management. As a result, the company’s cash flow has reached its highest level since the Group began its performance assessments, and employee incomes have increased by 12.7%, truly realizing a dual improvement in both business performance and staff earnings. These accomplishments would not have been possible without the strong leadership and strategic guidance of the Group, without the company’s steadfast commitment to the “1144” working framework, and, above all, without the tenacious efforts and down-to-earth dedication of all Party members, cadres, and employees.

Lu Jiangguang pointed out that, by breaking through against the trend and achieving quality improvements amid stability, the company delivered a “high‑scoring performance” in the first half of the year. Production line efficiency saw a substantial leap; structural adjustments progressed steadily; product‑line R&D remained at the forefront of the industry; project construction accelerated and became more efficient; costs and expenses continued to decline; quality control kept improving; management upgrades were deepened; and Party‑mass work was integrated more closely. Throughout this period of major challenges and tests, all employees and cadres honed their work style, strengthened their confidence in overcoming difficulties, and reaped significant results through dedication and practical action. Nevertheless, it is also essential to recognize clearly that the company still faces shortcomings and weaknesses to varying degrees. In the second half of the year, we must demonstrate even greater resolve and exert stronger efforts to address these gaps and drive new breakthroughs across all areas of our work.

Lu Jiangguang emphasized the need to firmly anchor the “1144” working framework and resolutely win the tough battle of production and operations in the second half of the year. We must deepen the lean manufacturing model, optimize line‑level coordination, and strive to achieve maximum efficiency. By strengthening ironmaking, maximizing steelmaking, improving rolling processes, and refining downstream treatment, we will establish a full‑capacity production regime. We will shift mindsets, restructure our portfolio, onboard new customers, and move upmarket to optimize our capacity mix. Through robust management, project excellence, rigorous inspections, and meticulous scheduled maintenance, we will reinforce foundational equipment management. We must instill a company‑wide cost‑reduction ethos, implement systematic and precise measures, and fully tap into potential to drive costs to their absolute lowest. This includes reducing process‑related expenses, cutting special‑purpose expenditures, and maintaining optimal inventory levels. Focusing on elevating basic management, benchmarking against energy‑consumption standards, and striving for peak energy efficiency, we will tighten control over every detail, advance energy‑saving projects, and accelerate the development of photovoltaic facilities. We will also strengthen production‑line support infrastructure, bolster our competitive edge, and wholeheartedly build an exceptional brand. This entails advancing zero‑defect quality management, simultaneously boosting both pricing and profitability, perfecting our green and low‑carbon systems, and laying a solid foundation for intelligent manufacturing. Furthermore, we will intensify R&D efforts for new products and fortify our safety‑production framework.

Lu Jiangguang emphasized the need to let Party building provide strategic guidance and achieve deep integration, using high‑quality Party building to drive high‑quality development. It is essential to mobilize efforts at every level to unleash organizational effectiveness and coordinate a united force for development. We must give full play to the Party committee’s core leadership role, deepen its focus on primary responsibilities, strengthen the Party branch’s function as a fighting fortress, highlight the exemplary and pioneering role of Party members, and activate the bridging and linking role of mass organizations. We should systematically improve the Party‑building support system, consolidate the foundations of grassroots governance, refine the mechanisms for deep integration, and solidify evaluation and assessment frameworks. At the same time, we must enhance the distinctive corporate culture system and deepen brand‑building efforts. Furthermore, we must ensure that key Party‑building tasks are firmly implemented, pooling strength from multiple fronts to propel enterprise growth. This includes strengthening ideological and political work to make political guidance both practical and effective; reinforcing grassroots Party building to ensure that primary Party organizations are robust and resilient; cultivating talent to keep the cadre team dynamic and motivated; enforcing strict and long‑term Party conduct and integrity measures; and fostering a warm, cohesive workplace atmosphere that inspires employee well‑being.

Amid warm applause, company leaders presented awards to representatives of eight grassroots Party organizations recognized as “Advanced Party Committees (General Branches)” for 2026, ten grassroots Party branches honored as “Red Flag Party Branches,” and ten “Model Communist Party Members.”

The meeting emphasized the need to comprehensively ensure thorough communication and study, to identify and highlight exemplary role models, and to foster a strong atmosphere of striving for excellence and forging ahead. By aligning measures with specific tasks, reinforcing accountability at all levels, and ensuring the effective implementation of all work, we will uphold a spirit of responsibility and pragmatism, address persistent management challenges, and pool powerful collective efforts to secure decisive victories in key areas.

At the meeting, Hu Jun, Deputy Secretary of the Party Committee and Chairman of the Trade Union of Wugang Company, read out the “Decision on Commending the ‘Two Excellences and One Vanguard’ for 2026.” Following deliberation by the Party Committee of Wugang Company, eight primary-level Party organizations, including the Party Committee of the Ironmaking Plant, were awarded the title of “Advanced Party Committee (General Branch),” while ten primary-level Party branches, such as the Party Branch of the Continuous Casting Operation Area of the First Steelmaking Plant, were designated as “Red Flag Party Branches.” Additionally, ten comrades, including Xi Shitao, a responsible instructor at the Second Division of the Central-South Sales Department, were honored with the title of “Model Communist Party Member”; ninety comrades, including Dang Ruixin, a mechanical inspector in the Rolling Operation Area of the First Rolling Mill, were recognized as “Outstanding Communist Party Members”; fifty comrades, including Wang Yali, an organizational committee member of the Party Branch of the Continuous Casting Operation Area of the Second Steelmaking Plant, were named “Outstanding Party Affairs Workers”; and twenty Party groups, including the Equipment Party Group of the Heat Treatment Operation Area of the Second Rolling Mill, were awarded the title of “Advanced Party Groups.” Representatives of Wugang Company’s “Advanced Party Committees” and “Model Communist Party Members” each delivered statements expressing their commitment.

Wugang Company’s project, “Development and Application of Key Technologies for High-Strength, Tough, Extra-Thick Steel Plates for Marine Equipment,” has been awarded the Special Prize of the 2026 Metallurgical Science and Technology Award.

The project “Development and Application of Key Technologies for High-Strength, Tough, Extra-Thick Steel Plates for Marine Equipment,” jointly submitted by Wugang Company and Northeastern University, was awarded the Grand Prize, marking a major breakthrough for China in the field of critical materials for marine engineering. After ten years of intensive research and sustained efforts, the project has successfully overcome the challenges in producing high-strength, tough, extra-thick steel plates—materials essential for building such national strategic assets as ultra-large deepwater drilling platforms, massive wind‑farm installation vessels, and 10,000‑meter‑class submersibles.
