3 Month 11 On that day, the Standing Committee of the Group Party Committee convened an expanded meeting to earnestly study and implement the important speech and directives of General Secretary Xi Jinping on fostering and practicing a correct view of political achievements, and to make arrangements for the Group’s efforts to promote learning and education on this topic. Liu Jian, Secretary of the Group Party Committee and Chairman of the Board, presided over the meeting and delivered a speech, emphasizing the need to firmly uphold the “Two Establishments” and resolutely safeguard the “Two Upholds,” while exercising a strong sense of political responsibility and historical mission to fully and faithfully carry out all tasks related to learning and education. Recently, he has repeatedly stressed in important speeches the need to establish and practice a correct view of political achievements, thereby providing clear direction and crucial guidance for carrying out study and education. Conducting study and education is an essential requirement for solidifying political loyalty, a vital safeguard for implementing the 15th Five-Year Plan, a pressing need for achieving high‑quality development, an effective and practical approach to forging a strong cadre team, and a key lever for consistently advancing comprehensive and strict governance of the Party. Party organizations at all levels within the Group and the vast number of Party members and cadres must raise their political awareness, deeply understand the profound significance of conducting study and education, and continuously open up new prospects for the Group’s high‑quality development by adhering to a correct view of political achievements.
The meeting emphasized the need to grasp the core requirements and, by seamlessly integrating “study, inspection, and rectification,” to ensure that a sound view of political achievements is deeply rooted in the minds and hearts of all participants and translated into concrete actions with tangible results. We must accurately understand and fully implement the overarching principles of “serving the public interest,造福 the people, making scientific decisions, and pursuing practical, hard‑working efforts,” advancing study, inspection, and rectification as an integrated whole. All measures related to study and education must be carried out to the letter, ensuring that our learning and educational initiatives yield real, substantial outcomes. We must engage in earnest study and rigorous deliberation to solidify our ideological foundations. Upholding the principle of integrating study with reflection and application, and of aligning knowledge with belief and action, we must especially deepen our study and implementation of General Secretary Xi Jinping’s important instructions and directives on Hebei’s work and on HBIS Group’s operations—using genuine, substantive learning to embed the correct view of political achievements—“achieving results for the people through dedicated, pragmatic work”—deep within our thinking and turn it into a matter of conscious, self‑directed action. We must conduct thorough investigations to identify problems and pinpoint their root causes. Drawing on General Secretary Xi Jinping’s key expositions, we must carry out comprehensive, systematic, and in‑depth inspections and evaluations across such dimensions as ideological awareness, political stance, commitment to serving the people, competence and capability, institutional rules and regulations, and style of work and discipline, while profoundly analyzing the underlying causes and core issues at play. We must address problems with strictness and rigor, striving to tackle them from top to bottom and leave no stone unturned. Adhering to a problem‑oriented, goal‑oriented, and results‑oriented approach, we must establish comprehensive lists of problems, responsibilities, and corrective measures;Adopt ledger-style management, project‑based implementation, and case‑closed rectification—making corrections as we identify problems, acting swiftly and decisively, seeing each issue through to completion, and sustaining our efforts over the long term. While prioritizing immediate improvements, we must also focus on building enduring, long‑term solutions, promptly translating the valuable experiences and best practices gained during our study and education efforts into formalized systems and mechanisms—and integrating these with the Group’s development of a performance‑evaluation system for all employees and its talent‑selection and personnel‑management framework, emphasizing performance‑driven criteria and strengthening accountability and responsibility. Finally, we must embrace open, inclusive education, welcoming feedback and evaluation from our workforce. By pooling wisdom and harnessing collective strength, we must mobilize employees, openly solicit their input, and take “doubling both operational efficiency and employee performance‑based compensation” as a crucial benchmark for assessing the effectiveness of our study and education initiatives—so that workers can truly feel the new changes and fresh momentum being brought about.
The meeting emphasized the need to strengthen organizational safeguards to ensure that learning and education initiatives get off to a high‑standard start and are advanced with high quality. The Group Party Committee must regard the study and implementation of a correct view of political achievements as a major political task for the current stage and the period ahead, and resolutely shoulder its political responsibilities.
