As a result, we’ve achieved historic breakthroughs in business performance and realized a leap forward in our core competitiveness. These facts demonstrate that as long as we approach our work with dedication and commitment, we are fully capable of achieving high-level performance indicators and driving sustained improvements in our business results.

Liu Jian emphasized that, 2026 This year marks the beginning of the 15th Five-Year Plan period and is also a crucial year for HBIS Group to accelerate its transformation and upgrading and achieve high-quality development. We must remain steadfastly focused on enhancing the profitability of our core steel business, firmly uphold the belief that “what others can do, we can do too,” squarely face existing gaps, dare to confront problems head-on, and excel at finding solutions. We should carry out all tasks to higher standards and generate even better economic outcomes through superior performance indicators, thus ensuring a solid start to the 15th Five-Year Plan period.

Liu Jian emphasized the need to fully tap into the potential on both the manufacturing and sales ends, further reducing costs and raising selling prices. Reducing costs and increasing selling prices are two crucial indicators for enterprises to achieve better profitability. We must firmly establish the mindset that “any target that cannot be met must have its root cause identified within ourselves.” We should conduct another round of “health checks” on all current targets, revisiting last year’s efforts once again. While maintaining the overall direction, we should pay even closer attention to details and systematically reduce costs. We must further increase the proportion of end customers, continuously stepping up our efforts in enhancing the customer service system, ensuring product quality stability, and improving delivery capabilities, thereby generating greater benefits for HBIS Group through orders that offer even more value.

Liu Jian emphasized the need to further highlight performance orientation and achieve a dual enhancement of enterprise efficiency and employee income. We must adhere to the principles of "strong incentives and strict constraints," further underscore performance orientation, strengthen performance management for all employees, fully implement the "one person, one form" and "racehorse" mechanisms, as well as the excess profit-sharing system. We should systematically establish a closed-loop performance evaluation system that is aligned in direction and seamlessly integrated across all levels, firmly committing ourselves to achieving the "dual enhancement" of enterprise efficiency and employee income.

Liu Jian emphasized the need to fully leverage the role of innovation resources and platforms to continuously boost development momentum. We must focus on driving the transformation of steel products from the “raw-material level” to the “materials level,” strengthen R&D in high-end products, develop more cutting-edge, high-precision, and sophisticated new products, and steadily enhance the technological content and added value of our products. In particular, we should align our research achievements with the group’s established goals for creating economic value, ensuring that these achievements translate into enhanced production-line efficiency. We must also focus on accelerating the shift from “localized intelligence” to “comprehensive, all-domain intelligence,” deepening the R&D and application of large-scale vertical models in the steel industry. We need to closely align with the Group’s strategic plans, further examine and clarify our own positioning, enhance our dedication to internal services, take creating value as our ultimate goal, and devote more resources to supporting and serving the steel sector. By making our internal business operations even stronger, we can lay a solid foundation for expanding into broader social markets, develop a specialized growth model, intensify benchmarking efforts, improve performance, and turn these areas into new drivers of high-quality development and strategic pillars for HBIS Group.

Liu Jian emphasized the need to strengthen production, operations, and risk management at overseas companies, ensuring that overseas enterprises maintain sound development. We must innovate international cooperation models, deepen international capacity cooperation, bolster overseas resource security, and comprehensively build a globalized operational system that is safe, efficient, and sustainable. We should remain aligned with the Group’s strategic direction, enhance our management and operational capabilities, proactively identify and address major risk factors, continuously improve business performance and competitiveness, and create more landmark projects of high-quality joint construction of the Belt and Road Initiative.

Liu Jian emphasized the need to spare no effort in strengthening safety and environmental protection work, ensuring sustained, healthy, safe, and stable development. We must uphold the interests of both employees and the enterprise, firmly implement our responsibilities, and maintain unwavering vigilance in safety and environmental protection efforts, effectively solidifying our safety and environmental protection defenses. We should closely monitor key areas and critical points, intensify efforts to identify and address safety hazards, enhance the safety awareness and capabilities of all employees, and do our utmost to safeguard a safe and stable production and operational environment.

Liu Jian emphasized that we must uphold the Party's leadership and strengthen Party building to provide a solid guarantee for HBIS Group’s transformation, upgrading, and high-quality development. We must earnestly ensure the thorough implementation of Hebei Iron and Steel’s “15th Five-Year” Plan, firmly grasp the primary task of high-quality development, focus on strengthening core functions and enhancing core competitiveness, take reform and innovation as the fundamental driving force, and speed up the promotion of development that is “high-end, intelligent, green, integrated, and international.” We should comprehensively build a modern industrial system characterized by high technology, high efficiency, high value, and high quality, and forge ahead with determination toward the goal of becoming a world-class enterprise.

Finally, Liu Jian emphasized that a unit’s ultimate business performance directly reflects its working condition. Ninth, consolidate the foundations of safety and environmental protection and firmly promote the green and low-carbon transformation. Tenth, uphold the Party’s overall leadership and use high-quality Party building to guide high-quality development.

Amid enthusiastic applause, leaders including Liu Jian and Wang Lanyu presented awards to the “Gold Award” teams and “Silver Award” teams that had made outstanding contributions, as well as to the individuals who had received the “Gold Award” for their exceptional performance.
