On December 26, Lu Jianguang, Deputy Secretary of the Party Committee and General Manager of Wugang Company of HBIS Group, chaired a special study and seminar for the Party Committee’s theoretical study center group. He emphasized the need to thoroughly study and implement the important speeches of General Secretary Xi Jinping, deeply understand the significant implications of the statement that “the steel industry is a vital foundational industry for our country,” and resolutely carry out the decisions and deployments of the Party Central Committee and the provincial party committee regarding next year’s economic work. He also stressed the importance of scientifically formulating Wugang’s “15th Five-Year Plan,” intensifying efforts in scientific and technological innovation to promote high-end development; accelerating digital and intelligent transformation and upgrading to drive smart development; upholding and strengthening the Party’s overall leadership; earnestly implementing the spirit of the Group’s and Wugang Company’s 2026 Work Symposium; proactively planning and executing next year’s work measures to ensure a strong start and lay a solid foundation for a good beginning and steady progress during the “15th Five-Year Plan” period.
Other members of the Party Committee’s Theoretical Study Center Group of Wugang Company attended the meeting. Assistant to the General Manager of Wugang Company, Deputy Chief Engineer, and responsible comrades from the Party and Mass Work departments were present as non-voting attendees.
At the meeting, members of the leading group focused on studying the important speech delivered by General Secretary Xi Jinping at the Central Economic Work Conference, the key remarks made by General Secretary Xi Jinping during his inspection tour of Liaoning Province, General Secretary Xi Jinping’s important expositions on promoting the high-end, intelligent, and green development of the manufacturing sector, General Secretary Xi Jinping’s important thoughts on strengthening the Party’s united front work in the new era, and the spirit of the provincial Party committee’s economic work conference. Participants delivered oral or written statements focusing on implementing the decisions and deployments of the Party Central Committee and the provincial Party committee, and exchanged views on their learning experiences and specific implementation measures.
Lu Jianguang emphasized that we must earnestly study and implement the important speech delivered by General Secretary Xi Jinping, integrating it with the study and implementation of the spirit of the Fourth Plenary Session of the 20th Central Committee of the Party. We must deeply grasp the Party Central Committee’s systematic understanding of the laws governing economic work under the new circumstances, thoroughly comprehend the Party Central Committee’s scientific assessment of China’s domestic economic situation and the external environment, firmly uphold the overall requirements and policy orientations for next year’s economic work, and seize every macroeconomic policy opportunity. We must profoundly appreciate the significant meaning of the statement that “the steel industry is a vital foundational industry for our country,” accurately recognize that high-endization, intelligentization, and green development are the essential requirements for high-quality manufacturing development, and truly enhance our political, ideological, and practical consciousness. We must resolutely carry out the decisions and deployments of the Party Central Committee, further strengthen our confidence and determination, and carefully plan and formulate the company’s “15th Five-Year Plan,” ensuring that Wugang Company’s development always advances in the direction guided by General Secretary Xi Jinping.
Lu Jianguang emphasized the need to intensify efforts in scientific and technological innovation and promote high-end development. We must resolutely implement the Party Central Committee and the provincial party committee’s decisions and arrangements for next year’s economic work, identify key entry points, critical areas, and synergistic links, and integrate the “five musts”—the systematic insights—into every aspect and the entire process of Wugang Company’s reform and development. We must remain firmly confident of victory, maintain strategic composure, and concentrate our energy on doing our jobs well. We must fully, accurately, and comprehensively implement the new development philosophy, further accelerate the pace of state-owned enterprise reform, use scientific and technological innovation to lead industrial upgrading, and continuously promote green development. We must adhere to innovation-driven development, rigorously advance the special action plan “Achieve Advancement in Three Years, Strengthen in Five,” deepen the integration of industry, academia, research, and application, strengthen R&D in cutting-edge and common technologies, create more “flagship products,” and accelerate the transformation of steel products from raw material grade to material grade. This will enable Wugang Company to fully unleash its special steel advantages, build an exceptional brand, firmly uphold the banner of “China’s No. 1 Steel Plate,” and continuously consolidate and enhance Wugang’s market position, providing ongoing support and empowerment.
Lu Jianguang emphasized the need to accelerate digital and intelligent transformation and upgrading, and to promote intelligent development. We must systematically integrate next-generation information technology with every stage and all elements of production and operations. Leveraging the expertise of the Group’s team of chief scientists, we should expedite the research and application of large-scale, vertically integrated steel models, enhance the intelligence level of production lines, and empower these lines to achieve higher quality and efficiency. We must “break four barriers” and implement “four extremes,” using the concept of excellence to comprehensively drive new breakthroughs in key areas such as tackling challenges related to the 460mm-thick continuous casting machine, perfecting the integrated production and sales system, strengthening quality control, and enhancing scrap steel management.
Lu Jianguang emphasized the need to uphold and strengthen the Party’s overall leadership, firmly establish and practice a correct view of political achievements, highlight performance-oriented approaches, and refine a differentiated assessment and evaluation system guided by the principles of “strong incentives and stringent constraints,” thereby further boosting the vitality and enthusiasm for getting things done and starting businesses. We must fully recognize the extreme importance and urgency of strengthening and improving Party building within the united front work system, thoroughly implement the Party building responsibility system, closely link Party building efforts with the practical realities of united front work, and accurately identify the key areas of focus for Party building. We should coordinate and effectively carry out all key tasks at the end of this year and the beginning of next year, attach great importance to safety and environmental protection, and resolutely achieve the annual production and business targets. We must earnestly implement the spirit of the Group’s and Wugang Company’s 2026 Work Symposium, proactively plan and execute next year’s work measures, ensure a strong start to the new year, and lay a solid foundation for making a good start and achieving steady progress during the 15th Five-Year Plan period.

On the afternoon of August 18, Lu Jiangguang, Party Secretary and Chairman of Wugang Company under Hebei Iron and Steel Group, led a delegation to visit a leading client in the chemical and energy engineering design sector. The two sides held an in-depth symposium to jointly explore collaborative development models across the industrial chain, further expand opportunities for cooperation in high-end steel applications, and deepen their strategic dialogue.
