Empowered by technology, driving a green future, 12 Moon 9 On [date], the unveiling ceremony for the China-Serbia Steel Green Manufacturing “Belt and Road” Joint Laboratory was held at the R&D Center of HBIS Group. Hebei Province Governor Wang Zhengpu and Serbian Ambassador to China Maja Stefanović attended the ceremony and jointly unveiled the laboratory. With the joint support of the science and technology authorities of both China and Serbia, HBIS Group and the University of Belgrade in Serbia have joined forces to establish the China-Serbia Steel Green Manufacturing “Belt and Road” Joint Laboratory. This initiative not only represents a pragmatic step to implement the important consensus reached by the heads of state of China and Serbia, but also serves as a vivid practice of deeply integrating into the high-quality co-construction of the Belt and Road Initiative, injecting strong momentum into China-Serbia cooperation in scientific and technological innovation.
The China-Serbia Green Steel Manufacturing Joint Laboratory under the Belt and Road Initiative is a national-level platform for innovative international scientific and technological cooperation. It is jointly established and operated by Hebei Iron and Steel Group and the University of Belgrade in Serbia. The laboratory brings together renowned experts and scholars from both China and Serbia in the steel industry. Focusing on green steel manufacturing, it will conduct fundamental theoretical research, tackle key technological challenges, promote industrial applications, and demonstrate technology transfer. The laboratory aims to enhance the capacity for scientific and technological innovation, production capacity cooperation, and coordinated development in the steel sector between China and Serbia, thereby making a significant contribution to the sustainable and high-quality development of the steel industry.
Before the unveiling ceremony, Wang Zhengpu and Maja Stefanović held a meeting and exchanged views. After the ceremony, some of the leaders and guests attending the event visited the laboratory of the HBIS Group User Technology Research Center, the HBIS Materials Technology Exhibition Hall, and the China-Serbia Green Steel Manufacturing Belt and Road Joint Laboratory.
Maya Stefanović, Zhao Dachun, Vice Governor of Hebei Province, Wang Xiao, Deputy Director of the Department of International Cooperation at the Ministry of Science and Technology, and Liu Jian, Chairman of HBIS Group, attended the event and delivered speeches respectively. Also in attendance were Zhu Haowen, Secretary-General of the Provincial Government; Gai Haizhou, Deputy Secretary-General; Milanka Stojaković, First Secretary at the Serbian Embassy in China; Gao Xiang, Director of the China Science and Technology Exchange Center; Wang Bo, Director of the China-Central and Eastern European Countries Innovation Cooperation Research Center; Long Fenjie, Director of the Provincial Department of Science and Technology; Wang Jianfeng, Director of the Provincial Foreign Affairs Office; Zhang Zefeng, Director of the Provincial State-owned Assets Supervision and Administration Commission; Gao Jianfeng, Deputy Director of the Provincial Department of Science and Technology; Lin Zhangguo, Deputy General Manager of HBIS Group; Mao Xinping, Chairman of the Academic Committee of the Joint Laboratory; Liu Riping and Zhu Rong, Vice Chairmen of the Academic Committee of the Joint Laboratory; Nenad Radović, Serbian side director of the Joint Laboratory and Head of the Metallurgy Department at the University of Belgrade in Serbia; as well as numerous domestic and international experts and scholars. Zhang Caidong, Chinese director of the Joint Laboratory and Director of the HBIS Materials Institute, presented an overview of the laboratory’s construction and operations. Long Fenjie presided over the unveiling ceremony.
According to the introduction, the China-Serbia Green Steel Manufacturing “Belt and Road” Joint Laboratory was established. 2024 Year 10 Approved by the Ministry of Science and Technology, this laboratory is the first “Belt and Road” joint laboratory in Hebei Province and the steel industry. The laboratory comprises a Science and Technology Management Center, a Green Steel Products Center, a Low-Carbon Technology Center, a Pollution Reduction and Carbon Reduction Center, and a Scientific Research Support Center. It is committed to becoming a globally influential center for technological R&D and technology transfer, as well as a platform for talent development and collaborative exchanges. China Jinmao River Steel (Hebei) Equity Investment Fund Established
On December 25, the founding meeting of the Zhongjin Hegang (Hebei) Development Equity Investment Fund was held at the Hegang R&D Center. Zhao Chenxin, a member of the Standing Committee of the Hebei Provincial Party Committee and Executive Vice Governor of Hebei Province, Liu Jian, Secretary of the Party Committee and Chairman of the Board of Hegang Group, and Chen Liang, Secretary of the Party Committee and Chairman of the Board of China Jinmao, attended the meeting and jointly witnessed the establishment of the fund. Sheikh Mubarak Abdullah Mubarak Al-Sabah, Vice Chairman of the Board of Directors of BlueFive Capital Group and representative of the reserve sub-fund, delivered a statement. The joint establishment of this fund by Hegang Group and China Jinmao Capital represents a strategic move for both parties to explore new growth areas and cultivate new drivers of development. It is also a pragmatic step toward creating a new model of industry-finance integration and contributing to the coordinated development of the Beijing-Tianjin-Hebei region. The fund has a total size of 32 billion yuan and an operational period of 15 years.

On December 27, more than 2,000 cadres and employees at Wugang Company’s plant site were full of energy and spirit, jointly welcoming the arrival of 2026 with a grand flag-raising ceremony and a long-distance running event. On December 26, Lu Jianguang, Deputy Secretary of the Party Committee and General Manager of Wugang Company of HBIS Group, chaired a special study and seminar for the Party Committee’s theoretical study center group.
